Contributions to Costs by Beneficiaries

This background brief is part of the Justice Financing Framework and considers the scope for users and beneficiaries to contribute to the cost of primary front line justice services. It also considers the principles for allocating costs, discusses user fees for dispute resolution services (courts and informal mechanisms), and reviews payment mechanisms for advice and assistance.

The Justice Financing Framework proposes that countries should review the allocation of legal and justice services costs and consider the scope for contributions from well-resourced users and beneficiaries, while avoiding access barriers.
