Justice Action Coalition Statement at the 2025 High-level Political Forum

This statement was presented by H.E. Luis Madera, Viceminister for Monitoring and Government Coordination of the Ministry of the Presidency of the Dominican Republic in New York, on behalf of the Justice Action Coalition, during the 2025 High-Level Panel Forum on July 21, 2025.

“Delivering on the promise to Leave No One Behind means using justice as the key to achieving equal, inclusive, and sustainable development. It means ensuring that those most often excluded, including women and children, can access justice when they need it and how they need it.  To achieve this, we must move from rhetoric to investment. Investing in justice is investing in prevention, in peace, and in the resilience of our societies.”

The statement emphasizes that investing in justice systems is economically sound and necessary to address systematic inequalities affecting women, children, and persons with disabilities who lack equal access to justice. The statement calls for structural transformation of justice institutions, making the case for a people-centered justice approach and emphasizes that justice must be treated as a foundational investment in prevention, peace, and societal resilience rather than an afterthought to enable truly inclusive development.
