In this framework, and in line with the Sustainable Development Goals (SDGs), particularly SDG16, Chile has established itself as a regional benchmark based on the development of a specialized legal representation and defense model embodied in the programs “Mi Abogado” (“My Lawyer) and “La Niñez y Adolescencia se Defienden” (“Children and Adolescents Defend Themselves”). These programs have contributed to the transition from a people-centered to a child-centered justice system approach that integrates legal and psychosocial interventions and comprehensive support on a national scale.
This new study examines the implementation, functioning, and results of both programs, identifying strengths, good practices, critical issues, and future challenges. It also formulates strategic guidelines to ensure their sustainability as state policy and analyzes their potential for adaptation and replicability in other countries.
The case study presents a series of recommendations aimed at improving the implementation and functioning of the programs analyzed. These proposals address the gaps and challenges identified, strengthening strategic, normative, operational, and budgetary dimensions. They also seek to promote changes that ensure the sustainability of the programs, reinforce interinstitutional and intersectoral coordination, and ensure that specialized defense is fully aligned with international child rights standards, thereby contributing to comprehensive and effective protection.
